    "content": "two or three things we need to take note of. We have said in this House that the issue of absorption rates at the Ministries, Departments and Agencies (MDAs) is an issue of concern. I want to plead with the departmental committees so that the spending of the funds that we have allocated to the departments in this financial year is monitored seriously. I want to appeal for serious monitoring of the Budget so that the money that we have given is used for purposes of improving the lives of Kenyans."
