    "content": "I know my friend, Hon. Serem, is very happy. I sit with him somewhere and we sort out issues when we are together. He should not be a sycophant. I have known him as a good Member of Parliament. Without much emphasis, it is my request to the Members to support this Bill. I urge the Budget and Appropriations Committee to move with speed. Now that we have cleared with the issue of the Budget, we must move quickly in terms of legislation. There are many Bills that are pending under the Budget and Appropriations Committee, some of which are not of money nature. We should not be allowing these Bills to go to the Budget and Appropriations Committee for purposes of just ascertaining. This delays the legislation process and we have to move with speed.
