    "content": "Thank you, Hon. Temporary Deputy Speaker. Let me start by appreciating the work that this Committee did. The Committee had to make many necessary adjustments. For example, we noticed that there was a lot of regional inequity in the funding of the universities. A university like Kenyatta has over Kshs1 billion while some like Chuka, Maseno and Egerton have very low funding. We also noticed that there was not much prioritisation of ongoing projects. This means that many ongoing projects were not taking off. We are happy with programme-based projects although there are still issues where some itemised budgets are different thus making it very difficult to follow up."
