    "content": "Mr. Temporary Chairperson, Sir, I beg to move that the Bill be amended by inserting the following new clause immediately after clause 5. Budget ceilings 5A. The budget ceilings for the recurrent expenditure for each for recurrent county government for the financial year 2015/16 shall be as set expenditure out in the Fourth Schedule. The import of that is to set the budget ceilings in the Recurrent Expenditure. The budget ceilings for Recurrent Expenditure for county governments for the Financial Year 2015/2016 shall be set out in the Fourth Schedule. The Fourth Schedule is attached."
