    "content": "Mr. Deputy Speaker, Sir, I thank the Chairman of the Committee or his representative for piloting this Bill through the House. However, I hope that assurances that were given to the House by Sen. (Prof.) Anyang'-Nyong'o---. He has explained this to me that on the Second Schedule dealing with conditional grants on the matter of leasing of medical equipment, that at an appropriate time, the Committee on Finance, Commerce and Budget should come back to us and give an explanation to the satisfaction of the Senate that these funds and the process of procuring the equipment are clean. Accountability measures should be put in place so that the Senate is not seen to be sanitising a process which may turn out to be questionable. Otherwise, I beg to support."
