    "content": "When I brought this Notice of Motion, it was at the height of the crisis when it seemed that county governments were not ready for the devolution of health services. But as I speak, I believe that this issue has been streamlined and many of the health facilities in county governments are now operating. So, I would like to withdraw this Notice of Motion."
