    "content": "Again, of critical importance is that the implementation of this Bill needs to be devolved to the lowest level of governance to ensure that the youth at the grassroots benefit from the opportunities that will be created. I am happy to see in Clause 8 provision for the headquarters to be based in Nairobi, but the authority must take deliberate action. I propose that we include an express provision for the proposed authority to have offices in all the counties."
