    "content": "Mr. Speaker, Sir, allow me to comment on the last petition that talks about the state of healthcare in Kenya. There have been calls to take back healthcare management to the national Government. However, I am glad that the petitioners are very clear in their mind that they are not calling for a centralization of healthcare which is already devolved. They are only calling for the centralization of human resource management. We have abused our doctors and yet, they are some of the sharpest and brightest people we have in our society. If you look at the high entry requirements that have been put in place for those who join medical schools---. Unfortunately, we have now left them at the mercy of village based recruitment cartels."
