    "content": "Mr. Temporary Speaker, Sir, at the beginning, I referred to Section 13(1) of the Central Bank of Kenya Act. It provides that there shall be a governor who shall be appointed by the President through a transparent and competitive process with the approval of Parliament. Section 13(b)(1) provides that there shall be two deputy governors who shall be appointed by the President through a transparent and competitive process and with the approval of Parliament. The functional word here is “Parliament”. The law does not speak to the National Assembly alone."
