    "content": "Mr. Temporary Speaker, Sir, I rise to second this Bill as brought to this House by the Committee on Education. I would like to thank the Committee and the stakeholders who participated to address the issues to do with ECD and for the very first time isolate the law that will be dealing with ECD, especially after the enactment of the new Constitution as seen in the Fourth Schedule. This is where there is separation of the function of the national Government and the county governments."
