Unless this House pronounces itself on this matter with finality and emphatically, it will continue recurring. I would, therefore, request you that, as you make your considered ruling, please consider the following:- (1) Whether in making reservations, recommendations and/or referrals, the President can propose texts for legislation arising from the text of the Constitution that I have read."
