"content": "Hon. Deputy Speaker, this matter has continually come to this house and it will continue coming. It is very clear that the legislative authority of the Republic of Kenya is vested in this House. By no means do I want to undermine the authority of the President, but we live in an environment where we have to respect the principle of separation of powers. When the President presents a recommendation to this House and we consider it when we are not quorated to two-thirds and we are required to raise two-thirds to reject it, are we not in essence saying that the President then can write laws and bring them here and we will have no otherwise than to accept them?"
