    "content": "Thank you, Hon. Temporary Deputy Speaker. I rise to oppose this Motion. It is not a small matter that the national Government seeks a Supplementary Budget to spend over the weekend. Money is to be released from the National Treasury. Who knows, the money may have already been released. If you look at what they are asking, you will find that the Fisheries Department should get Ksh650 million to spend in three days. What are we going to do? Are we going to get back Migingo? This is not a matter we can support. Yesterday, we were here and issues were raised. I want to raise the issue and I want to ask you specifically to respond to it, before we even move on with today’s Sitting. The law only allows the Government to access 10 per cent of the Budget. The Standing Order talks about 15 per cent which is unconstitutional. We cannot have before us a Standing Order which is unconstitutional."
