    "content": "Thank you, Hon. Deputy Speaker, for giving me this opportunity to support the Second Supplementary Budget Estimates. When the Chairman was moving the Motion yesterday, he made it very clear as to why we require to adopt it and the sectors that are going to benefit. The transport industry, the energy sector, the infrastructure through Kenya Rural Roads Authority (KeRRA), Kenya Urban Roads Authority (KURA) and Kenya National Highways Authority (KeNHA), the security sector and the agriculture sector through irrigation are going to benefit from the allocation that is going to be spent. The few issues which were raised by the Hon. Chairman of Budget and Appropriations Committee is that the Committee was not sure as to how the funding would be done. They did not know whether it was going to be funded through borrowing or increase of taxes.
