    "content": "Thank you, Hon. Deputy Speaker. For the first time, I am feeling very uncomfortable with budgetary matters. I would like the Chairman of the Budget and Appropriations Committee to note that. The Committee is asking us to approve 15 per cent additional Budget. What does it mean? Revenue collection this year declined by 70 billion and yet the Committee Chairman wants us to approve an additional sum of Kshs198 billion. In a way, he is requesting us to approve a borrowing of additional Kshs268 billion to be spent between today and Tuesday."
