    "content": "Thank you for revealing that position. The Committee has not done its job. The Committee is bringing to us for approval what the Government has already spent without our approval. He has acknowledged that the Government has already spent the money on development. They are now looking for money to pay pending bills and yet the law does not allow any procurement without the money being approved by Parliament. As the responsible Committee, are they asking us to approve monies they have spent without our approval? Do they want us to rubberstamp their inefficiency?"
