Is he telling us that in the last one month the Executive has spent Kshs198 billion because it expects our Budget and Appropriations Committee to rubberstamp that expenditure? Is he explaining to us what is happening at the National Youth Service (NYS) – somebody rushing to spend hundreds of millions of shillings in the last one month and then he brings this Supplementary Estimates for our rubberstamping? Please, help us understand."
