    "content": "Hon. Deputy Speaker, the importance of listening cannot be over- emphasized. Hon. Mbarire does not listen. I said that we had already provided for that Kshs2 billion. It is this reckless Jubilee Government which was trying to re-allocate it. Today, because they went to Mumias, they were removing the money that we had already approved. The Kshs2 billion was there in the Budget. So, this reckless and confused Jubilee Administration was trying to re-allocate the money, but when they went to Mumias, now they saw the need and they were bringing it. We are supporting the bailing out of Mumias Sugar Company."
