    "content": "Hon. Deputy Speaker, in as much as I support this particular Supplementary Budget, there are other flaws within the system and we have to see it. By the end of the day, it is wrong to have two Supplementary Budgets within one year. That is a sign of poor planning. These things should have been foreseen from the word go. However, we know that there are certain expenses that need to be met. Some jobs have been carried out and contractors require to be paid. For us to have a smooth running of the operations especially in development in terms of meeting our commitments, we require that we pass this Supplementary Budget and we move on. However, we should highly discourage this process where our National Treasury comes every time to adjust the Budget and we have the Supplementary Budget. I believe we are people who are well trained in this country, who have the focus and who can plan well ahead and not make these kinds of changes every time.
