    "content": "Hon. Deputy Speaker, I do not sit in the Budget and Appropriations Committee. Looking at the arguments that are going on, I do not even wish to sit there. What we have done today is a really terrible indictment of this Committee. I respect Hon. Mutava Musyimi very much but when we debate issues like these which are clearly faulty, it starts to look like the Budget and Appropriations Committee is merely rubberstamping issues that they are not even seized of. This is giving a very bad image of Parliament."
