    "content": "Thank you, Hon. Temporary Deputy Speaker. First and foremost, I would like to thank the hon. Members who have ably contributed to this particular Report. It is, indeed, important to note that State parastatals have a responsibility to ensure that the investments they make must bring value for money for the Kenyans. In line with our Standing Orders, this Committee is in charge of looking at the prudency of investments. Some of the critical issues that hon. Members have raised for instance is the issue of absorption rate. We mentioned that State corporations must be monitored as they spend money. You realise that right now, we are doing supplementaries and some that have low absorption rates should not even be asking for supplementaries."
