They have been done very successfully in other countries and, indeed, in some Third World countries that are “backward” than us. Therefore, we just need the right political goodwill to bring back sanity in the security sector. That is what has been lacking. I am happy that, for the first time, the Government has found it fit to initiate a Bill that is going to rein in insecurity."
