    "content": "For the first time, the Government has been trying to do something. The Government has a responsibility to ensure that the energy sector and cost of living is brought down, so that Kenyans can afford and enjoy. It cannot be that we can continue all these years supplying water from Lake Victoria to Egypt and then Egypt has a competitive edge over Kenya because it has lower tariffs. The role of NOCK is extremely critical. It is only allocated only 30 per cent. It is not a major player in the market. The 70 per cent is still out there for the other competitors to play with. Even if my colleague, hon. Oyongo- Nyamweya opposed the Motion on the basis that NOCK has no capacity, we need it when we have an emergency. How else do you develop that capacity to be ready for that emergency when and if it occurs?"
