    "content": "Madam Deputy Speaker, I am sorry. I want to join my colleagues by saying that regulation of this sector is very important. We have to ensure that it is properly regulated in terms of training. We should regulate these companies so that not every Tom, Dick and Harry can just walk to Sheria House and register a company and the next day he gets people on the streets to take care of us. Individuals in these companies must be vetted and have certificates of good conduct so that you know exactly who is taking care of your property. As one of my colleagues has said, it is also important to have a list of these people. One of them might commit a crime in one company, go to another company, register and get employed in that company. That is what is happening now. They just hop from one company to another after committing crimes because we have not regulated this sector. Even their fingerprints should be taken so that it is exactly known where they are and what they are doing at any one given time. I oppose this proposal of giving guns to private security guards. It is important that they are given guns, but a gun is a very delicate thing to just give to anybody in the security sector. Having a gun is creating more insecurity to our own people.
