    "content": "priorities for the projects are properly determined and there is compliance with the County Integrated Development Plans (CIDPs). In view of the fact that this petition will raise those fundamental issues, I want to urge county governments and particularly the county assemblies to play their role effectively because if those budgets are not passed procedurally, the Controller of Budget will still have to return them. This House takes note of that petition. It is important that we thank those who brought the petition before this House."
