    "content": "Thank you, Mr. Deputy Speaker, Sir. Mine will even be shorter than the two minutes. I just want to state that budget approval is one of the key functions of any assembly and particularly our county assemblies. It is absolutely important that when they are going through this process, they follow the laid down procedures and the laws as written in our books of laws. The issue of getting public view is paramount. It is so saddening to hear that this is happening in the County Assembly of Busia, in the former Western Province where I come from. As we know, in this region, the poverty level is very high and development is very low. These are the people who need to see the full benefits of devolution. I thank the Member of County Assembly (MCA), Mr. Vincent Wanyama, for bringing this to our attention.
