For the very first time and, in consultation with people in the agricultural sector, we have a Bill that is specifically dedicated to food security. We have always had policies that have been driving the demand and provision of food, from the 1963 Sessional Papers and so on. Even with the over 240 parastatals that we had before, there is none that has always really come out to state boldly and clearly that there is need for a law dedicated to the provision of food for every Kenyan.
