    "content": "The reason we are deleting that section is because I will be introducing a New Clause 31A, which will be capturing the whole issue of financial provisions. That section was felt not to be substantial enough to cover the chapter on financial aspects of the Institute. We are proposing to delete this, so that the New Clause 31A will capture what was supposed to have been captured in this section."
