    "content": "Thank you, Hon. Temporary Deputy Chairlady. I support this amendment. This will make sure that there is a difference between national and county government functions. Under the Fourth Schedule, water is basically devolved. These amendments will make sure that the Water Works Board will only do functions of the national Government and not functions of county governments. They will handle inter-counties functions only and not functions within counties. Thank you."
