    "content": "Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 78 be amended by deleting paragraph (b) and renumbering the existing paragraphs. This is confusing. We are saying that an employee of the national Government or the county government can serve in these Water Boards. At first, we had received some input that we should not do that, but then we thought about it further. What if the County of Nairobi wishes their equivalent of their Attorney-General to serve in that Board to make sure that they do not get into unnecessary litigation? So, we reinstated that they can be allowed to serve in that Board."
