    "content": "Hon. Temporary Deputy Chairlady, I wanted to clarify something over what the Chairlady of our Committee has said. By dint of the Fourth Schedule, the county government is the one to provide water services. These other water service providers are going to fill the gap that the county governments cannot meet immediately. By that dint, under this Bill, the county governments are expected to create a water service provider company; a public company owned by the county government. In that case, you cannot have a clause stopping members of that county government from being directors of that water service company. That is what I wanted to clarify."
