    "content": "Hon. Temporary Deputy Chairlady, I support. Water is life. For example, Juja Constituency does not have any water Board. We depend on Ruiru and Thika districts. You can imagine institutions like the Jomo Kenyatta University of Agriculture and Technology (JKUAT), Kenyatta University (KU) and the Nairobi Institute of Business Studies which are in my constituency, and yet I do not sit anywhere to talk about the problems that are facing my constituency. I support this amendment. County governments are now telling us, as Members of Parliament, that they have taken over the provision of water. They do not involve us in what they are doing and our people are suffering. That is why I support the amendment. As the national Government, we need to be on the Board."
