    "content": "THAT, Clause 83 be amended by− (a) deleting sub-clause (1) and substituting therefor the following new sub- clause− “(1) A person shall not provide water services except under a license issued by the Regulatory Board, upon submission of an application and such supporting documents as the Board may require”; and (b) deleting the words “Regulatory Authority” appearing in sub-clause (3)(c) and substituting therefor the words “Regulatory Board. This is where Hon. Fatuma should be complaining because county governments do not have the role of licensing and regulating the sector as per the requirements of Section 186 (3) of the Constitution."
