"content": "Thank you, Hon. Temporary Deputy Chairlady. The hon. Member has raised an important point that requires a response. What happens if the county assembly decides to legislate on water resources in their counties? Article 186 (3) of the Constitution is very clear that a function or power not assigned by the Constitution or national legislation to a county is a function or power of the national Government. Article 186(4) of the Constitution states that, for greater certainty, Parliament may legislate for the Republic on any matter. Therefore, with that constitutional provision in place, any other legislation going contrary to the one by Parliament will be null and void."
