Temporary Deputy Chairlady, I beg to move:- THAT, Clause 154 of the Bill be amended by inserting the following new subclause immediately after Subclause (4) ─ “(5) The provisions of the Environmental Management and Coordination Act, 1999 relating to water resources conservation and protection and water pollution control shall be exercised subject to the relevant provision of this Act and only in the event that the Board has failed or neglected to take appropriate action to exercise its powers and functions under this Act.” This is to eliminate contradiction and clashes between National Environment Management Authority (NEMA) and Water Resource Management Authority (WARMA) with regard to water pollution."
