    "content": "In the case of 8B, we are giving the Cabinet Secretary a timeline of one year to do a strategy on water resources, how to report back and what should exist in that Bill. What we are trying to do is already in Clause 63 for water services. This is for water resources which is a national Government function. We want the Cabinet Secretary to have a blue-print on which to manage the water resource sector."
