I have just said right now that there are two separate functions and that is the basis of the Water Act 2002 - the reforms to separate water service provision and the management of water resources. In the new Constitution, water services is devolved whilst water resources is a national Government function. So, when they are doing their strategies, there should be two different strategies. There is one that has the implementation bit that involves counties and the rest and one that is merely a national Government function. The reason we have a different one is that water resources are being neglected. There is no strategy on how to conserve the natural springs and wetlands that the gentleman from Kisii was talking about. The strategy of managing and conserving wetlands and other water resources will be here. The strategy on Clause 63 is on water services. However, I will understand if you are fasting."
