    "content": "Hon. Deputy Speaker, regarding the issue of public service ballooning wage bill, the SRC needs to go to the counties and rein in the governors who recruit new staff on a daily basis. Prior to the birth of the county governments, there were Government officers who were working with the former local authorities. In counties, governors are recruiting every day and you know before we had Government officers who were already working in the former municipal councils. On the ground you find that there is a surveyor from the national Government, who was seconded but you can still see county governments advertising for those positions. For this reason, you will see a lot of duplication of work. So, Hon.
