Temporary Deputy Chairlady, I beg to move:- THAT, Clause 12 of the Bill be amended by inserting the following new subclause immediately after subclause (1)— “(1A) The Secretary shall be the Chief Executive Officer of the Institute.” This relates to the function of the Secretary of the Council or Institute. What we simply said as the Departmental Committee on Finance, Planning and Trade – because it was not clear in the Bill – is this: “Let us make it clear that the Secretary to the Council shall also be the Chief Executive Officer (CEO) of the Council just as it is the standard.”"
