"content": "Order, Members! This Communication regards a Notice of Motion on removal of a Cabinet Secretary. Hon. Members, Article 152(6) of the Constitution provides that a Member of the National Assembly may, if supported by, at least, a quarter of all Members of the National Assembly propose a Motion requiring the President to dismiss a Cabinet Secretary. Standing Order No.66 of the National Assembly Standing Orders provides for the procedure for the removal of a Cabinet Secretary. For the avoidance of doubt, Standing Order No.66(1) states as follows:- “Before giving Notice of Motion under Article 152(6) of the Constitution, the Member shall deliver to the Clerk a copy of the proposed Motion in writing – (a) stating the grounds and particulars in terms of Article 152(6) of the Constitution upon which the proposed Motion is made; (b) signed by the Member; and (c) signed in support by at least one-quarter of all the Members of the Assembly”. Hon. Members, I wish to report that a Notice of Motion, as contemplated by the Constitution and our Standing Orders, has been received from the Member for Matayos Constituency, Hon. Geoffrey Odanga. Further, and pursuant to Standing Order No.64(2), I have approved the Motion and the House Business Committee (HBC) has since been notified in order to have the matter prioritized.
