Members, in my ruling made on 10th June, 2014, I had directed: “…whenever a Special Motion is filed and having been approved by the Speaker and time for its debate has been allocated, the Member who intends to move the Motion must give Notice of the Motion within three Sitting days, failure to which the Motion shall be deemed to have been withdrawn and shall not be moved again in the same Session except with the leave of the Speaker.” In this regard, and in consonance with the aforementioned ruling, I call upon the Member to proceed and give the notice within the next three Sitting days. Hon. Members, Standing Order 64(2)(b) requires that the Assembly shall within seven days of the notice being given, dispose of the matter. It is, therefore, important that we all take cognizance of the timelines outlined in both the Constitution and our Standing Orders and consider and resolve the Motion within the stipulated timelines. I thank you, hon. Members. Pursuant thereto, if Hon. Geoffrey Odanga, the Member for Matayos Constituency, is in the Chamber, he will be perfectly in order, at the appropriate time to rise in his place and claim to give notice of that Motion in the course of this morning sitting, being the first sitting, today afternoon being the second day, and tomorrow, Thursday, 2nd July, 2015 from 2.30 p.m. being the third sitting. Thereafter, the Member will be deemed to have forfeited to give Notice of the Motion, if he does not act as directed. So, the Member is accordingly informed. He can look at the HANSARD record if he is not in the Chamber because every Member is expected to constantly check on the HANSARD to see what has happened in their absence. It is so ordered."
