"content": "I appreciate that, but you know the Standing Orders. We are going back to where we have come from; in the middle of a Motion or a Bill, we rise to limit the time. Let us go to where the Standing Orders wants us to be. If you think that we should shorten or increase time, bring that Procedural Motion before debate starts. That is how it should be. It is for a very good reason, because the owner of the Bill does not want to feel that his Bill has been unduly prosecuted. That is why we discuss the question of the Procedural Motion first before we go into debate. I appreciate your comments, but they are coming late when we have started debating the Bill."
