    "content": "Thank you very much, Hon. Temporary Deputy Speaker. I support the Motion but I think there has to be certain points that need to be looked at. Every party must have a philosophy. Every party must have its own mandate and an infrastructure. Otherwise, if you allow the Motion to stand for anybody who wants to start a party and then request funding, it is going to open a floodgate. As it is already, some of the parties that have been given a lot of money - I will even mention ODM as my party - I have no idea how they spend that money. I wonder whether the other parties can satisfy their Members. The other issue is that parties raise money from Members of Parliament and other people. That again is not accounted for. As it is, I see the Political Parties Act that needs to be strengthened, and we need to be very particular on how a party is formed and what infrastructure is required. With those few remarks, I beg to support."
