    "content": "biggest question that we have to answer is that of coalitions. I do not want to talk about post- election coalitions because those ones normally come in because of convenience. I am talking about pre-election coalitions where parties have deliberately come together and decided to support one person as a presidential candidate. When it comes down to that particular Political Parties Fund, we need to come up with very clear amendments of how the partners in that coalition are going to benefit from it, especially when it gets to that level of the dominant partner as we have talked about in the case of Orange Democratic Movement (ODM), WDM and FORD (K). Rather than leave it to the mercies and goodwill of the party leader of the dominant party, we need to put it in law so that they are compelled--- That is because there are some people who may not have goodwill after the elections and we do not know what is going to happen. Otherwise, I agree with everything else. I agree with all the Members who have spoken because that Fund will actually come from the Exchequer and it needs to spread and benefit as many parties as possible in the spirit of fairness and democracy."
