    "content": "The National Government has not refused to implement the resolution of the Accord. In fact, the Ministry of Interior and Coordination of National Government has in the last two occasions written to the Ministry of Lands, Housing and Urban Development requesting for its intervention and resolution of the boundary dispute. The Ministry has as well written to the Independent Electoral and Boundaries Commission (IEBC) over the same issue. It is, however, appreciated that majority of the residents of the two counties are upholding the resolution of the Accord, though a section of the residents continue to invade trust land and erect structures on the disputed area. Some of such structures were destroyed by the Tigania East Sub-county Security Committee on 3rd June, 2015 with the exception of the mosque. The disputed area is the grazing zone for the communities residing in the area including the Somalis, Borana, Turkana and Meru. However, banditry and cattle rustling has been a persistent security challenge in the disputed area. This has been compounded by the vastness of the area which has poor roads and communication infrastructure. The Government has employed the following measures which are aimed at enhancing security in the area:- (1) Security patrols which have improved security and reduced incidents of cattle rustling. (2) Recruitment and training of 20 national police reservists, seven from the Turkana community and the rest from the Meru community. (3) Cattle owners have been sensitized through a series of meetings on the need to move and graze together. However, some chose to remain behind and graze in the unadjudicated areas of Ngarimara Location, Tirigwi and Kisima Sub-location, Buuri Location, Maburwa, Lailuba and Lanyiru sub-locations and Mula Location – Kamberia and Kalothera Sub-location. Such isolated manyattas have become soft targets and were victims of the last three stock theft incidences. Fast-tracking the adjudication of the areas and subsequent settlement could reduce vulnerability. Three Administration Police camps; Mbataru, Ngambela and Tractor and the Lowangila Kenya Police Post base are situated within the cattle rustling hotpoints. Thank you."
