Sijeny Judith; And further that the mandate of the Committee shall be to consider, report on, advise on and make recommendations to the Houses of Parliament on all matters relating to catering and health services provided to Members of Parliament. Mr. Speaker, Sir, we do not need to say much about this Committee. This is a critical Committee which looks after the welfare of the Members of the National Assembly and the Senate, both in terms of health and catering services. Mr. Speaker, Sir, I personally welcome the formation of this large joint committee of Parliament, especially in catering services. We, as Members of the Senate, have really suffered because we do not have proper catering facilities for the Senate. I have also seen you in the kiosk at the Kenyatta International Convention Centre (KICC). The quality of food there is deplorable. As a doctor, I know you might declare it unfit for human consumption. Imagine being served with a plate of ugali and carrots? Where do you start or finish with it? It is our hope and prayer that now that we have 29 members of the Senate sitting in this Committee, that facility will be improved and also the quality of food will be improved. As you know, some Senators, like our friend Sen. G.G. Kariuki and others, are not very young people. Therefore, they require special diet. Serving people with food which even doctors have prohibited them to eat is just sending them to an early death. We do hope that when this committee is established, it will look at the special needs of the Senators who need special diet. Some need low calorie diet and some do not eat red meat. However, as it is now, there is not much of a choice. Even when beef is provided, it is just a whole chuck of a leg of a cow being served like the way we do in some very remote villages. Mr. Temporary Speaker, Sir, the issue is that it is civil servants who are serving us. Parliament has appointed special servants; it could be clerks to serve us with food. If we are unable to provide quality catering services for the Senate, why can we not outsource? We have other hotels like Hotel Intercontinental, Safari Park Hotel, and Norfolk and so on. Why can we not provide a better hotel in the city to provide services to the Senate? I request the Committee to consider separating catering services of the Senate from those of the National Assembly. This is the only place where I find Senators eating with Members of the National Assembly. We have been to Australia and Tokyo. Hon.
