    "content": "Mr. Temporary Speaker, Sir, I feel obliged to speak on this particular Motion. I will not take a lot of time because what is coming is of utmost importance. I support the formation of this Committee. I want to say that it can be done. The reason I am beginning by saying that it can be done is because there was a time in this country when government buildings were unkempt. When you went to the High Court, the first thing that hit your nose was the smell from the toilets. However, when the National Rainbow Coalition (NARC) Government took over, subsequently, there was an idea that came up about outsourcing facilities for maintaining Government buildings. Similarly, the catering services over the past 20 or 30 years ago, in this House was as good as a top five star hotel in this town, even the furniture were----"
