"content": "want the Ministry that has been tasked with the function of assuring Kenyans their safety should be awake 24 hours and implement what has been recommended at the grassroots level. Mr. Temporary Speaker, Sir, this year we have increased funds being devoted to security personnel in the Republic from Kshs170 billion to Kshs223 billion. This means that we are a conscious nation. We now know that we need more security on the ground more than before. This House passed a Bill on recruitment of KPRs, their training and payment of allowances or salaries. We are hearing testimonies that a few of them were able to rescue Kenyans from death yesterday night and yet they have not been paid even a single cent. Even when a blue print had been signed that prior to that Act being assented to by the President, they should be paid. That was two months ago. However, none of them has been paid. We are not saying that the Government has completely failed. However, what we want is to activate what has been agreed upon because Kenyan lives are in trouble. Having schools being closed for two terms and examinations are about to be done in October for Kenya Certificate of Primary Education (KCPE) and September for Kenya Certificate of Secondary Education (KCSE) is a disaster for a nation like Kenya. We should be having one to one person taking care of our children in those affected areas taking them to school or, alternatively, we should put them in compulsory boarding schools where they are guarded 24 hours as they continue to learn. The national Government should note that security is not a devolved function, but it is not time to look at one another and begin to point fingers. But however is holding the key should lead and call upon all the others to join. Three days ago, I was at the border of Kenya and Uganda. I even visited Uganda and stayed there for two days. The peace prevailing between the Kenyan Pokots and the Uganda Karamajong is amazing. You will notice security officers stationed everywhere. When I arrived, they came and escorted me to make sure that I was fully safe. What does it cost us to copy from a neighbour? I support that this House continues to speak for Kenyans all the time because this is why we were elected so that we can assure our people security."
