    "content": "I withdraw, Hon. Speaker. Secondly, Hon. Odanga has made reference--- In fact, what Kenyans are saying is that we must be judicious in the manner in which we spend our time. Hon. Odanga has made reference to breach of fundamental freedoms as enshrined in the Constitution. In particular, he has made reference to Articles 52, 55, 56 and so forth. Those are matters that are addressed by the Constitution. It is not incumbent upon this House to determine matters that are in conflict between citizens.
