However, from the outset, I would like to bring it to your attention that I thought it is wise if the Commission on the Implementation of the Constitution (CIC) was around and perhaps following this debate very closely because this is their first report to Parliament. I think the Ministry should have encouraged them or their representatives to be around so that they can follow this debate in detail."
